I've had these annoying failures on three different PCs: My old PC running XP, this PC running Windows 7 which replaced it, and my Windows 8.1 laptop. My final solution was to move away from Garmin Express, and return to the old world of Garmin Lifetime Map Updater. These days with LCD and LED screens that is not the case anymore. GarminMapUpdater took me back to www.garmin.com/mapupdates for a product ID where upon things appeared to lock up again. The other, related to the link you offer, is that it offers slightly outdated info since it refers to making sure you have the current Garmin Communicator Plug-In even though Garmin I tested it out today on a previously scheduled 120 mile round trip and it worked perfect.
