I'd say to reproduce the problem copy & rename your GarminDevice.xml to gpx.xml (leave the GarminDevice.xml where it is) and put it in the Garmin folder.
That led me to believe that they got the 660 from someone else and had used it for a while and then decided they wanted a newer device.
If I try to set destination by address, and go to change state, When I type in "W", it gives me West Virginia and Wyoming. With new maps on a regular basis, I can work around it's warts. Second test was same as above but this time I copied into the Garmin\GPX folder.
